Plan Laid Out; Indonesia Upbeat About its 2020 Emission Target

The government has said it is confident that the nation will achieve its target to reduce emissions by 26 percent by 2020 without hurting its economy.

National Development Planning Minister Armida S. Alisjahbana ensured that the presidential regulation on the national action plan on reducing greenhouse emissions (RAN-GRK) would not disrupt Indonesia’s macroeconomic policies geared toward sustained economic growth.

The 2011 regulation lays out applicable and measurable plans, ensuring accountability for the goals described in the country’s 2020 emission reduction targets. “We don’t want to see our emission reduction targets contrasted with efforts to both foster and expand our economic developments,” said Armida in her remarks at the launch of the presidential regulation last week.

While attending the G20 Summit in Pittsburgh in September 2009, President Susilo Bambang Yudhoyono pledged an emission reduction target of 26 percent from business under a normal scenario by 2020 or 41 percent with international assistance.

“This [presidential] regulation explains measures needed to have our 2020 emission reduction targets fully achieved,” said Armida.

The RAN-GRK spells out the 2020 emission reduction targets in five main sectors, namely forestry and peatlands, agriculture, energy and transportation, industry, and waste management.

Endah Murniningtyas, the National Development Planning Agency (Bappenas) deputy head for natural resources and environment, said that the national action plan identified activities that would be carried out by both communities and business players to reduce greenhouse emissions. It also presented measurement tools that could be used to determine reductions in emissions, she added.

Fifty main activities and 73 supporting activities will be carried out by 20 ministries and other governmental institutions.

“Each ministry and other non-governmental institutions can take concrete measures to reduce carbon emissions together with communities and business players as we have spelled out activities set out in the RAN-GRK in both the medium-term development plan (RPJMN) for 2010-2014 and the government’s annual work plan,” Endah said, adding that the plan would also be translated into local plans.

The RAN-GRK projects that Indonesia’s total emission would reach 2.95 giga tons of CO2-equivalent by 2020, in which 52 percent or 1,545 million tons of CO2-equivalent (CO2e) of the total emission would come from the forestry and peatland sectors. To meet the 26 percent emission reduction target, the forestry and peatland sectors should reduce their emissions to 672 million tons of CO2e or 1,039 million tons of CO2e if using the 41 percent target.

Hadi Daryanto, secretary-general of the Forestry Ministry, said that a total 1,545 million tons of CO2e in emissions from the forestry and peatland sectors were equivalent to the rate of deforestation and forest degradation of 1.13 million hectares per year. However, he said, the deforestation level had decreased to 832,000 hectares per year in 2009, showing a 293,000 hectare decrease or equal to 193 million tons of CO2e.

“So, frankly speaking, the forestry and peatland sectors have decreased their emissions 30 percent of the total reduction targeted in the regulation,” Hadi told The Jakarta Post. For 2010, he said, the emission reduction from the two sectors may even be more following the ongoing A Billion Tree Planting Campaign.

Meanwhile, Heru Prasetyo from the Presidential Work Unit for Development Monitoring and Control (UKP4) said that instead of only reducing 26 percent of its carbon emission by 2020, Indonesia should aim for a 41 percent emission reduction target.

With such a target, he said, deforestation should not surpass 400,000 hectares per year. “With current deforestation at about 800,000 hectares per year, I don’t know whether we can reduce the level to 400,000 hectares per year by 2020,” said Heru, skeptically.

Pemerintah Keluarkan Rencana Aksi Penurunan Emisi

Pemerintah mengeluarkan rencana aksi nasional penurunan emisi gas rumah kaca melalui Peraturan Pemerintah Nomor 61 Tahun 2011, guna mencapai target penurunan emisi sebesar 41 persen pada 2020.

“PP (peraturan pemerintah)-nya telah ditandatangani pada 20 September 2011 guna mendorong gerakan penurunan emisi gas buang,” kata Kepala Biro Humas dan Tata Usaha Pimpinan Bappenas, Maruhum Batubara, pada forum grup diskusi tentang hemat energi, yang diselenggarakan Kementerian Komunikasi dan Informatika, di Jakarta, Jumat.

Ia mengatakan, sesuai PP tersebut pemerintah pusat dan daerah, serta kementerian dan lembaga, mendapat tugas dalam rencana aksi nasional penurunan emisi gas rumah kaca.

PP tersebut, kata dia, merupakan upaya dan tekad pemerintah Indonesia untuk memenuhi janji menurunkan emisi gas rumah kaca pada 2020 sebesar 26 persen dengan usaha sendiri dan 41 persen dengan bantuan internasional.

Rencana Aksi Nasional Penurunan Gas Rumah Kaca (RAN-GRK) tersebut, lanjut dia, meliputi bidang pertanian, kehutanan dan lahan gambut, energi dan transportasi, industri, serta pengolahan limbah.

PP itu juga memerintahkan gubernur untuk menyusun rencana aksi daerah penurunan gas rumah kaca (RAD-GRK) paling lambat 12 bulan setelah keluarnya PP tersebut, dan menyampaikannya ke Menteri Perencanaan Pembangunan Nasional/Ka Bappenas dan Mendagri.

Menteri dan pimpinan lembaga diminta menyampaikan pelaksanaan RAN-GRK ke Menko Bidang Perekonomian, dan Menko diwajibkan melapor kepada Presiden mengenai pelaksanaan RAN-GRK paling sedikit satu tahun sekali.

Wakil dari Direktorat Konservasi Energi Ditjen Energi Baru Terbarukan dan Konservasi Energi, Kementerian ESDM, Maryam, mengatakan, pada Agustus pemerintah mengeluarkan Inpres Nomor 13 Tahun 2011 tentang Penghematan Energi Air, yang menginstruksikan lembaga pemerintah pusat dan daerah melakukan langkah dan inovasi dalam penghematan energi dan air.

“Target Inpres tersebut adalah penghematan listrik sebesar 20 persen, penghematan BBM bersubsidi sebesar 10 persen, dan air 10 persen. Diharapkan dengan Inpres tersebut pegawai negeri menjadi pelopor penghematan energi dan air,” katanya.

Untuk itu, kata dia, pemerintah juga membentuk tim nasional penghematan energi dan air.

Govt Issues Action Plan for Gas Emission ReductioI

The government has issued an action plan for nationwide greenhouse gas emission reduction to achieve the emission reduction target of 41 percent in 2020, an official said. The government regulation serving as the basis for the implementation of the action plan was signed on September 20, 2011, Head of the Public Relations Bureau at the National Development Planning Board (Bappenas) Maruhum Batubara said at a discussion here on Friday.

Under the government regulation, the central and regional governments including ministries and government institutes were responsible for implementing the action plan, he said. He said the regulation was the government`s effort and resolute to fulfill its pledge to cut greenhouse gas emissions by 26 percent on its own in 2020 and by 41 percent with the help of international organizations. The action plan covers the agricultural, forestry and peatland, energy and transportation, industrial and waste treatment sectors, he said.

The government regulation also required governors to outline their action plan for greenhouse gas emission reduction no later than 12 months after it has been issued. They must later convey their action plan to the Minister of National Development Planning/Head of the National Development Planning Board and the Home Affairs Minister, he said. Meanwhile, ministers and government institute heads were required to convey their action plan to the Coordinating Minister for Economic Affairs who would later report the implementation of the action plan to the President at least once every year, he said. Tony Blair Supports REDD+ Program in C. Kalimantan

Former British prime minister Tony Blair visited Central Kalimantan to demonstrate his support for a REDD+ (Reducing Emission from Deforestation and Forest Degradation Plus) project in the region. His visit in Central Kalimantan had to do with the environment and a REDD Plus program which was now in the world`s spotlight, Blair said when meeting Central Kalimantan Governor Agustin Teras Narang here on Thursday.

Governor Narang said the visit of the former British prime minister in Central Kalimantan was to observe the conditions of the environment in the province which was now a focus of the world`s attention. “At our meeting, the former British prime minister, Tony Blair, asked a lot of questions on the REDD Plus program in Central Kalimantan, and on the challenges being faced by Central Kalimantan in implementing the program,” he said. “I told him that so far we have not met any obstacle in implementing the REDD Plus program, including in communication,” the governor said.

According to the governor, Tony Blair promised to help Central Kalimantan in developing its human resources, government administration capabilities and creating a data base. Tony Blair on the occasion suggested that provincial authorities always communicate with the central government in implementing the REDD Plus program. The REDD+ (Reducing Emission from Deforestation and Forest Degradation Plus) is a global mechanism to reduce emission and deforestation as well as forest degradation. Under the REDD+ mechanism, it had also been agreed globally to boost conservation and sustainable forest management as well as to icnrease the world`s forest carbon reserves. (Uu.F001/HAJM)

Tony Blair Dukung Program Lingkungan di Kalteng

Mantan Perdana Menteri Inggris Tony Blair mendukung program Reducing Emissions from Deforestation and Forest Degradation (REDD) Plus atau pengurangan emisi akibat kerusakan dan degradasi hutan di Kalimantan Tengah (Kalteng) terkait sorotan dunia terhadap lingkungan di daerah tersebut.

“Tujuan saya datang ke Kalteng terkait lingkungan dan program REDD Plus, sebab saat ini negara di dunia menyoroti program tersebut,”katanya saat bertemu Gubernur Kalteng Agustin Teras Narang di Palangkaraya, kemarin. Menurutnya, isu lingkungan menjadi perhatian seluruh negara di dunia dan sangat mempengaruhi perekonomian.

Adanya program REDD Plus di Kalteng pun membuat dirinya tambah tertarik untuk datang melihat secara langsung. Gubernur Kalteng Agustin Teras Narang mengatakan,kehadiran mantan Perdana Menteri Inggris ini berkaitan dengan masalah lingkungan, di mana Kalteng saat ini menjadi pusat perhatian dunia.

“Dalam pertemuan itu,Tony Blair banyak menanyakan program REDD Plus hingga kendala yang dihadapi,” ujarnya. Dia menerangkan,program REDD plus hingga kini tidak ada masalah, begitu juga komunikasi dengan pemerintah pusat. “Sampai saat ini saya sampaikan tidak ada kendala maupun komunikasi dalam program REDD Plus,” terangnya.

Menurutnya,Tony Blair berjanji, melalui DR Steven, akan membantu Kalteng dalam meningkatkan sumber daya manusia (SDM), tata pemerintahan, dan database. “Kita sangat berterima kasih dengan dukungan dan bantuan mantan Perdana Menteri Inggris itu, dan ini sangat diperlukan Kalteng,”tegasnya. antara

Teras: Perbicangan dengan Blair Sangat Berharga

Gubernur Kalimantan Tengah Teras Narang mengakui, perbincangan dengan mantan Perdana Menteri Inggris Tony Blair merupakan pengalaman sangat berharga. Blair banyak berbagi pengetahuan mengenai berbagai bidang, seperti infrastruktur, pemerintahan, dan lingkungan.

“Perbincangan dengan Blair selama 1,5 jam sangat berharga,” ujar Teras sesuai bertemu dengan mantan Perdana Menteri Inggris itu di Palangkaraya, Kalteng, Kamis (27/10/2011). Pertemuan berlangsung pukul 14.30-16.00 di rumah dinas gubernur Kalteng yang dikenal dengan nama Istana Isen Mulang.

“Banyak pengalaman Blair selama menjadi Perdana Menteri Inggris yang disampaikan. Saya banyak belajar bagaimana memimpin dengan baik,” kata Teras.

Menurut Teras, Blair juga terkejut saat mendengar rencana pembangunan rel dengan rute Puruk Cahu-Bangkuang di Kalteng sepanjang 185 kilometer.

Perbincangan tersebut sangat bermanfaat karena Blair lalu mengungkapkan niatnya untuk memberikan bantuan pemikiran. Blair juga menaruh perhatian besar terhadap penerapan Program Pengurangan Emisi dari Deforestrasi dan Degradasi Hutan (REDD+) di Kalteng.

“Blair bertanya, apakah ada hambatan. Saya jawab, implementasi REDD+ sedang disiapkan dan sejauh ini tak ada kendala,” tutur Teras.

Apalagi, masa jabatan Teras sebagai gubernur masih empat tahun lagi. Blair menganggap masa itu cukup lama untuk menerapkan REDD+ sehingga ia yakin program itu bisa berjalan dengan baik. Teras mengatakan, REDD+ membutuhkan dukungan dari semua pihak agar rakyat Kalteng merasakan manfaatnya.

“Tidak hanya berupa deforestrasi dan degradasi hutan, REDD+ juga harus mampu meningkatkan taraf hidup masyarakat,” ungkap Teras.

Sudah Lama Tony Blair Ingin ke Kalteng

Mantan Perdana Menteri Inggris, Tony Blair, sudah lama ingin berkunjung ke Kalimantan Tengah untuk menemui Gubernur Kalimantan Tengah Teras Narang. Keinginan itu muncul sesudah Kalimantan Tengah ditunjuk menjadi provinsi percontohan Program Pengurangan Emisi Dari Deforestrasi dan Degradasi Hutan (REDD+).

Teras seusai pertemuan dengan Blair di Palangkaraya, Kalimantan Tengah, Kamis (27/10/2011), mengatakan, mantan Perdana Menteri Inggris itu bertolak dari Mesir sebelum tiba di Kalimantan Tengah (Kalteng).

“Luar biasa. Blair datang hanya untuk mengunjungi Kalteng. Sudah lama sekali ia ingin berkunjung,” ujarnya.

Kalteng ditetapkan sebagai provinsi percontohan REDD+ pada Desember 2010. Akhirnya, surat pribadi dari Blair dengan tanda tangannya mengenai rencana kunjungan ke Kalteng diterima Pemerintah Provinsi Kalteng. Blair mengajukan dua lokasi pertemuan.

Ia tanya, mau di Palangkaraya atau Jakarta. “Saya pilih Palangkaraya. Blair ingin ke Kalteng yang tengah menjadi sorotan pada tingkat internasional karena REDD+,” ujar Teras.

Setelah Kalteng, Blair berencana ke Kuala Lumpur, Malaysia, dilanjutkan ke Washington DC dan California, Amerika Serikat.
