The Organization: The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people’s lives. In addition to its investment work, IFC executes a major program of private sector advisory services projects (AS).

The Program: The objectives of the Investment Climate (IC) program are to promote direct investment in the private sector, build local businesses and financial intermediaries, and help improve the business enabling environment. Through a set of related projects, the IC Program in Indonesia supports IFC Indonesia’s goals of reducing climate change impact, urban sustainability, rural inclusion and global competitiveness.

The Project: IFC is supporting the Government of Indonesia in the implementation of a tax simplification that aims at improving the tax regulatory environment for SMEs by reducing the time and financial cost of tax compliance faced by taxpayers, and reducing administration costs faced by tax authorities.

Scope of the job: The SME Tax Consultant reports directly to the Project Leader of Indonesia Small Business Taxation Project and will work closely with the project team including IC operations officers, EAP Regional Tax Specialist, Global Tax Specialist and other IFC resources. The SME Tax Consultant shall provide insight into concrete small business taxation issues and challenges faced in the design and implementation of tax regulation. The primary focus of the work will be on close cooperation with government counterparts in order to initiate/implement regulatory changes.

This position reports directly to the Project Leader (PL) – Indonesia Small Business Taxation

The STC, in conjunction with IFC SME tax experts and related experts, will provide substantive and technical support to the PL and the project team on the following four areas:
1. Advice in designing the overall small business tax regime to, among others, arrive at the appropriate form of tax, criteria for segmenting tax payers, MSME tax thresholds and aligning them with the VAT threshold, the rules to govern movement of taxpayers between the MSME regime and the full tax system, measures to safeguard against abuse of the system – for instance, by larger businesses breaking into smaller individual units to take advantage of the streamlined processes in the MSME tax regime; and so on.

2. Advice in designing administrative arrangements for the MSME tax regime to minimize the amount of time and administration required by taxpayers to comply with the new system and the costs to tax administrator in dealing with taxpayers. This includes, among others, (i) reforming the structure of tax authority offices to deal with the needs of small taxpayers, (ii) designing a risk-based audit system for MSME regime taxpayers, allowing tax administrator to target audits to those most at risk of non-compliance and (iii) designing a dispute resolution mechanism for disputes involving small amounts which can reduce the time required to resolve a case and relieve the backlog of small disputes coming before the tax courts.

3. Legislation: advice and expert peer review in the legal drafting process to ensure that best practices in the design and administrative arrangements above are incorporated and properly articulated in the ensuing MSME tax regulations.

4. Support in public communications and implementation. Successful implementation of the MSME tax regime requires extensive communications and outreach to taxpayers to assist them to understand the requirements of the new system. Training and development of tax authority staff will also be necessary to ensure that they are able to administer the system.

Duties and Responsibilities:
• Drawing on a knowledge of Indonesia’s SME sector and its current taxation arrangements, assist the team to identify and understand the interaction of SMEs with the tax system in Indonesia and formulate proposals for SME tax policy / process reform in line with the client’s needs;
• Develop and nurture effective working relationship with relevant government and private sector partners to ensure good communication and productive collaboration;
• Take an active role in discussions with private sector and government counterparts to explore and/or demonstrate the legal and practical feasibility of the proposed reforms/regulations and incorporate private sector feedback into development of and advocacy for new reforms;
• Assist in the preparation of all information documents, and particularly ensure their relevance to Indonesian taxation laws and regulations.
• Assist and advise in the design of outreach and capacity building programs and training materials required to implement regulatory reforms;
• Communicate and work effectively with IFC’s global and regional tax product colleagues;
• Prepare high quality project reporting documents and ensure they are submitted on time.
• Consolidate and analyze lessons learned from project implementation experience and share with team members and colleagues across the region and IFC;
• Represent IFC and the project at conferences, round-tables, committees or working groups as assigned by the Project Leader;
• Perform other functions as required and directed by the Project Leader or Regional Business Line Leader.

• Degree in Accounting / Law / Economics, or equivalent, preferably at a post-graduate level;
• Strong analytical skills;
• Strong knowledge and hands-on experience working in the area of SME taxation in Indonesia;
• Minimum five years of direct experience working in the areas of tax consultancy, tax audit or tax policy reforms is preferred, preferably with strong exposure on small business taxation;
• Experience with international and/or bilateral/multilateral development institutions would be an advantage, as well as prior work in advisory/consulting in private sector development;
• Flexibility and creativity in working in a dynamic environment;
• An advanced command of Bahasa Indonesia and English, both spoken and written.
• Ability to create and nurture effective working relationships with the project’s clients.
• Excellent presentation as well as oral and written communications skills; experience working with high level public and private sector counterparts, highly desirable;

JOB: Forest Campaign Manager
Indonesian Forest Campaign Manager manages, leads and motivates forest campaign team including mapping and research unit and forest political team. Together with Indonesian Program Manager, plays a leadership role in the day-to-day management of the campaign operations in Indonesia. Reporting directly to the Campaign Director and working closely with Indonesia Forest Network, the Forest Campaign Manager will ensure the effective coordination and integration of the different departments in GPSEA in the implementation of identified Indonesia forest campaign program.

Main Responsibilities
1. Management


Lead, motivate, and manage the forest campaign team in the country, in order to achieve the objectives of national program.

Ensure effective performance of the units through staff development training, coaching, mentoring and performance reviews.
* Build forest campaign capacity while fostering talent and embedding effective best practices through Greenpeace Southeast Asia.

2. Strategic program development

3. Program/project implementation

* Responsible for the effective implementation and coordination of the forest program output and support this including management of program processes such as the program implementation meetings and through participation in the program leadership team.
* Approve execution of forest campaign projects, in order to deliver the national and regional campaign program objectives.
* Responsible for the on-time delivery of agreed projects.
* Working closely with Communication, Mass Mobilization and Fundraising on program calendar and schedule of the events.
* Ensure effective and smooth inter-departmental coordination and integration in the implementation of the agreed program and organizational calendar.
* As part of the Program Leadership Team, review and evaluate projects, campaign pushes and cross-departmental activities helping ensure that lessons learned in the course of program implementation are internalized.

4. Planning

* Plans, prioritizes and organizes the collective program output of the Indonesia forest campaign.
* Allocates work, reviews goals, assesses risks – when applicable in cooperation with relevant forest campaigners – and ensures interdependencies with other areas of work and Greenpeace Southeast Asia and global Greenpeace priorities.

5. Evaluation

* Ensure consistent high quality evaluation of Greenpeace Southeast Asia program activities, approve evaluation of projects and campaign output, and ensure implementation of approved recommendations, in cooperation with other members of the Program Leadership Team, in order to contribute to the improvement and effectiveness of Greenpeace Southeast Asia forest projects and campaigns.

6. Representation

* Represent Greenpeace where appropriate in the media, with politicians and other partners in the country. Ensures this representation meets the highest standards in line with how we wish Greenpeace to be positioned in society along the lines also specified in the organizational development plan.

7. Crisis Response

* In the event of in-country organizational emergencies act as a member of crisis response team working with the Indonesian Country Representative.

8. Other

* Perform other duties or projects as assigned or delegated by the Campaign Director.

Essential skills:

* A preference for good communication skills one of more regional SEA languages other than English.

The Berau Program Director functions as the lead coordinator of all TNC activities in Berau ensuring the synergy among various on-going programs in Berau, including work in various thematic programs and sites. S/he engages key stakeholders in Berau, especially the district government, local communities, private sector, and BFCP Implementation Bodies (Steering Committee, Technical Assistance Provider, TFCA Oversight Committee, TFCA Administrator, and other implementing partners), donor agencies, provincial and national government to support the design and implementation of BFCP. S/he works closely and coordinates with a wide variety of TNC staff, consultants, NGO partners, private companies, and government agencies in support of TNC conservation goals and results. S/he is an expert in natural forest management with strong experience working with the government, private sector and local communities with hands-on conservation. S/he has proven experience in thinking outside the box to develop creative solutions to complex natural resource management challenges and is able to motivate and lead a broadly disbursed team of people. S/he serves as the principle contact to donor agencies, government agencies, other conservation organizations, foundations and the academic community within his/her Conservation function with regards to Berau program. Indonesia is one of the world’s largest emitters of CO2 and especially in terms of emissions originating from “agriculture, forestry and other land use.” Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares, which contributes a significant amount to Indonesia’s estimated annual emissions. Over a third of Indonesia’s emissions are caused by the burning and oxidation of peat soils. Roughly half of Indonesia’s peat forests have been drained for logging and about one quarter cleared for agriculture and pulpwood. A significant proportion of the remaining peat forests are classified as areas where planned deforestation can and – barring strategic interventions – will take place. Clearing and draining of remaining peat forests would likely increase Indonesia’s annual CO2 emissions significantly.

Indonesia has begun to make significant strides towards better protection of its forest resources during the past decade. The country’s moves in this direction have also been recognised globally. In Dec 2007 the country hosted the United Nations Cllimate Change Conference in Bali. On May 26, 2010 the Governments of Indonesia and Government of the Kingdom of Norway signed a Letter of Intent (LoI) to establish a Partnership for REDD+ (reducing emissions from deforestation and forest degradation ) to tackle greenhouse gas emissions from deforestation and forest and peat land degradation. As part of the partnership Norway has the intention to contribute to Indonesia’s REDD+ efforts in the order of magnitude of USD 1 billion. The actual funds will be delivered based on agreed upon and verified deliverables, and be deployed towards contributions to Indonesia’s low carbon development efforts, capacity building and REDD+ preparation measures. Oversight of the Partnership will be conducted by a Joint Consultation Group (JCG) comprised of high-level representatives from both the Indonesian and Norwegian governments, with support from a Technical Working Group.

As part of its commitments to the Letter of Intent, the Government of Indonesia established a Preparatory Task Force for REDD+ Institutional Formation in September 2010. After the conclusion of the mandate of this Task Force and with some complex work on the structures to be finalised the Government established the Preparatory Task Force for REDD+ Institutionalization in September 2011. These processes are led under the wider purview of the Presidential Work Unit for the Supervision and Direction of Development.

Indonesia has determined to adopt an ambitious target for reducing its greenhouse emissions through to the year 2020. The REDD+ Programme is seen as a critical component in this national effort enhanced through other initiatives such as the two year morotorium on opening new areas of forest cover to exploitation.

There are numerous challenges confronting the Government in its efforts to implement its REDD+ Programme. Beyond the technical and environmental aspects there are numerous governance challenges, including:

• developing regulatory coherence and certainty in division of authorities among assorted national level government agencies;

• ensuring coherence between the regulatory framework and implementation between the Central Government and provincial and local authorities;

• ensuring the capacity to police, implement and uphold regulations on the basis of accountable legal certainty;

• ensuring the emerging structures and institutional arrangements are free from internal conflicts of interest and other integrity challenges;

• ensuring the mechanisms for effective MRV are in place both in terms of regulatory authorities and resourcing as well as capable management and well trained staff;

• developing effective means to ensure local communities are engaged in, supportive of, and benefit from, the resources to be deployed through the REDD+ Programme.

Each of these challenges will affect the potential success of the REDD+ Programme. They need to be addressed proactively and ideally with pre-emptive advice to assist reduce the potential for these issues to become stumbling blocks to wider Programme success.

The Technical Specialist REDD+ will work under the direct guidance of the Leadership of National Programme Director of the Indonesia REDD+ Project and in close collaboration with the UNDP Team Leader Environment Unit to provide policy and other advice to the Chair of the Preparatory Task Force for REDD+ Institutionalization on each of the above identified issues. The Technical Specialist REDD+ will also work closely with each other component of the emerging REDD+ architecture including members of the Task Force and Working Groups on addressing problems that could impede progress on implementation.

The Technical Specialist REDD+ is also expected to play a particularly proactive role in highlighting any integrity and corruption related challenges that need to be addressed to ensure smooth implementation of the REDD+ Programme. The Technical Specialist REDD+ , therefore, will be expected to play a leading role in providing answers to integrity and wider corruption challenges.

Duties and Responsibilities

• Develop an in depth overview of national, sectoral and local political systems and processes related to REDD+ development in Indonesia, and provide advice to the Chair of the REDD+ Institutionalisation Task Force in the area of strategic management of Indonesia’s REDD+ agenda including approaches to address obstacles in implementation;

• Support the Chair and members of the Preparatory Task Force for REDD+ Institutionalisation in engagements and communication with external stakeholders as needed.

2. Provide programme support related to the design, implementation oversight and results for REDD+ in Indonesia, including working closely with the Secretariat of the Task Force focusing on achievement of the following results:

• Represent the programme at meetings and other appropriate regional and global fora.

• Review all the technical outputs (e.g. reports etc.) to be generated within the scope of the Programme, and improve and/or ensure improvement of such reports in accordance with the expectations of the GoI and UN agencies.

• Support the NPM in collecting, analyzing and sharing knowledge and information regarding REDD initiatives in Indonesia, and international developments regarding REDD

3. Contribute to developing the capacity of national, provincial and local counterparts in support of achieving REDD+ objectives including at local and provincial levels focusing on achievement of the following results:

• Training and capacity building support for UNDP personnel and Government officials on governance issues.

• Develop and maintain effective partnerships with government, non-government players and other external support agencies as approriate through dialogue, regular and systematic networking, practical programme collaboration and information sharing, and sound political analysis. • In coordination with the Leadership of National Programme Director of the Indonesia REDD+ Project and in close collaboration with the UNDP Team Leader Environment Unit, coordinate the capacity development activities in national, provincial level.

• Collaborate closely with the Project Advisors in the relevant Ministries and the UNDP project support team to ensure the smooth coordination of the implementation of the capacity development support to REDD+ programme

• Monitor activities related to capacity development and ensure appropriate databases are maintained;

• Ensure that the capacity development plan complements the activities under the Joint Technical Support Plan, that is envisaged to be implemented in close collaboration with the bi-laterals and other technical partners

• Identify the bottle necks or capacity gaps that could delay implementation and scale up of activities at all levels and provide solutions; and

4. Ensures facilitation of knowledge building and management focusing on achievement of the following results:

• Identification and synthesis of best practices and lessons learned directly linked to programme goals, activities, projects in support of governance issues

• Monitor practices, and project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information.

• Encourage the incorporation of latest international and national best practice of governance works related to REDD+, and contribute to the effective management and sharing of governance knowledge and expertise;

• Identify and formulate lessons learned and recommendations to be integrated into broader CO knowledge management efforts.

• Foster and establish technical best-practice links with other related REDD initiatives and, where appropriate, with other regional even global REDD programmes.

• Liaise with other initiatives and stakeholders to share knowledge and enhance coordination with regard to technical matters

• Build and maintain linkages with UNDP knowledge networks

• Support relevant regional and international initiatives and promote synergies with advancing Indonesia’s REDD+ Programme;

• Contribute to knowledge networks and communities of practice , wider governance related initiatives that also impact upon the potential success of the REDD+ Programme

The key results of the post are formulation of forward-looking strategies and policies for the UNDP CO as well as UN Indonesia related to climate change, identification of opportunities for building partnerships and their implementation. Required Skills and Experience

The Indonesia Australia Forest Carbon Partnership (IAFCP) Facility is funded by Australian Aid and managed by IDSS Pty. Ltd. and Euroconsult Mott MacDonald on behalf of AusAID. Senior Contracts and Procurement Manager The Indonesia Australia Forest Carbon Partnership (IAFCP) Facility supports the demonstration, through the IAFCP, that reducing emissions from deforestation and forest degradation in developing countries can be part of an equitable and effective post-2012 global outcome on climate change under the UNFCCC. The purpose of the IAFCP Facility is to support the Partnership Office (PO) to deliver scientifically rigorous policy and technical solutions for the IAFCP, to support the development of Indonesia and Australia’s national positions on REDD and to inform international negotiations on REDD.

The Senior Contracts and Procurement Manager (SCPM) is a full-time position responsible for providing high level project management, procurement and contractual support and advice to the Program Management Unit.

The SCPM will work closely with the Operations Manager, Procurement Managers and Field based Project Managers to ensure that all Activities are procured in the most efficient manner, and that implementation of these Activities is properly managed in accordance with best practice Project Management standards. This includes effective monitoring and reporting on performance, particularly in respect to management of risk, time, cost and quality.

The SCPM reports to the Facility Manager as well as the IAFCP Project Director. The position will be based in Jakarta, with frequent travel to project areas.

1. Assist the Facility Manager in the planning, procurement, management and reporting of approved Activities to ensure the most effective and efficient use of Facility resources;

2. Manage a team of Procurement Managers to carry out local and international procurement of goods and services (including consultants) for IAFCP approved activities.

3. Provide high level guidance and direction to procurement managers, field based project managers, and sub-contractors in the preparation of Requests for Tender, and the drafting of sub-contracts and variations to ensure efficient and responsive support to the PO.

4. Ensure all procurement activities are conducted in accordance with the Australian Commonwealth Procurement Guidelines and the approved IAFCP Procurement Manual as amended from time to time.

5. Ensure the timely contracting of activities, processing of contract payments and monitoring of sub-contract invoices and acquittals against the basis of payment.

6. Ensure that Contracts are properly managed and maintained on a suitable database.

7. Plan, coordinate, and manage the sub-contracting and / or implementation of all activities as tasked to the Facility through detailed Terms of Reference from the PO;

8. Prepare and maintain a schedule of work activities (on MS Project or similar) to assist in the management of contracts, timing and relationships.

9. Provide high-level supervision on the implementation of activities, monitoring of progress and reporting on progress of these activities as required;

10. Establish and maintain activity monitoring systems to ensure that routine information is of a high quality and produces the necessary data to meet IAFCP reporting requirements.

11. Provide high level risk management and quality assurance support to the IAFCP Operations Manager to ensure compliance in all aspects of procurement, finance, administration, human resource management, etc. with regulations, legislation, the Head Contract, and IAFCP agreed processes and guidelines.

12. Ensure all policies, procedures and procurement related templates are continually reviewed and updated to ensure maximum efficiency and effectiveness in support of all approved Activities.

13. Other tasks as reasonably requested by the Facility Manager.

Key Selection Criteria to be addressed in your Application:
1. Qualifications in Project Management, Procurement, Business Administration or other related field.

2. At least 10 years of demonstrated progressive experience in managing large scale complex development programs that are geographically dispersed with a large diversity of stakeholders.

3. Strong understanding of the Australian Commonwealth Procurement Guidelines and their application.

4. Demonstrated experience in establishing and managing processes and systems for procurement and contract management, monitoring and quality control of activities and projects.

5. Demonstrated experience in developing high quality tenders including related documents such as project specific conditions of contract, and accompanying basis of payments.

6. Demonstrated ability to guide and mentor staff in sound procurement and project management techniques.

7. Strong written and oral communication skills, adaptable to a wide variety of audiences. In particular, a demonstrated ability to
constructively negotiate with stakeholders to facilitate outcomes, and the ability to write about complex issues in plain language.

8. Previous experience of working in Indonesia

* Experience in construction and/or the Natural Resource Management Sector.
* Bahasa Indonesia language skills
* Experience in the use of Project Management tools such as MS Project Adviser Remuneration Framework (ARF)
